Non-custodial parents?

Am I requiered buy law to pay child support if I have giving all parental rights up? If so does this mean child is possabley in fathers costudy.I've been reciving a letter informing me to pay child support and letter is noted to non-custodial parent.Can anyone give me some kind of infomation.
