Do you think this lady is scamming me about her dog?

i would be very afraid this sounds like a scam. even if she ships you the puppy (very unlikely) the puppy could end up in Quarantine with customs costing you alot of extra money. if you wnat a puppy you can adopt one from a local shelter- call local rescue groups as well.
