I have a 97 chevy blazer that has been chugging badly the past few weeks?

i noticed that the blazer has been chugging a little when i am going 75 mph.. just tonight i was going 25mph and it started in again badly. i am also having fuse issues. my dash lights as well as well as the tail lights keep blowing a fuse. it is the third fuse in on the top a 20 amp fuse.. pls help me.. i need a cheap fix i am broke at the moment and have no idea what is wrong
