Does anyone know what program this blue and white water drop/ripple icon is for?

I need to know because Windows Installer keeps popping up on my computer. I've researched and found the problem is a "remnant" of a program that was deleted is still on my computer. The installer bit, that is. So I figured out in order to get rid of the problem I simply use Windows Installer Cleanup to get rid of the remnant. Only problem is I'm not the one who deleted the program and I have no earthly idea what it is. But I've found that when the installer pops up sometimes it pops up the icon of the "remnant" program in question. I printed the screen when the icon popped.
